Concern Regarding Vehicle Towing at Bloom on Third – 6350 West Third St, Los Angeles
Dear Regency Centers Management,
I am writing to bring to your attention a concerning experience I recently had at one of your properties in Los Angeles, specifically the “Bloom on Third” location at 6350 West Third St, Los Angeles, CA 90036, near the intersection with Fairfax Ave, adjacent to Park & La Brea and the Palazzo apartments.
On Sunday, August 3rd, I visited the Whole Foods Market located within this property. I parked my vehicle at approximately 5:51 PM and remained inside the store longer than usual. To my surprise, upon returning at around 7:51 PM, I discovered that my car had been towed. The receipt I obtained is stamped at 7:56 PM. According to City Tow, the towing company hired by Regency Centers, my vehicle was parked on the property of “Third and Bloom,” which falls under your management.
I want to express my concerns regarding the current parking enforcement practices at this location. It appears that Regency Centers has outsourced parking management to City Tow, a third-party towing company. This arrangement has resulted in the towing of paying customers who are legitimately visiting businesses on the property, such as Whole Foods. In my opinion, if Regency Centers were to allow the individual businesses renting space—like Whole Foods Market, Citi Bank, CVS, or others—to manage their parking lots through their own security teams, there would be greater awareness of who is actively shopping or conducting business on the premises. This could significantly reduce the risk of unfair towing incidents.
Unfortunately, this experience has left me considering shopping alternatives such as another Whole Foods location or switching to Gelson’s or other grocery stores where I feel my patronage and convenience would be better respected.
I urge Regency Centers to reconsider its parking management policies at Bloom on Third. Implementing a system that prioritizes the needs and protections of customers visiting tenant businesses would enhance the overall customer experience and foster goodwill within the community.

If I could give them no stars I would. Because of there budget cuts and decisions to no longer use security cameras we as residents of Arleta have suffered extreme damage to our cars(tire slashed, broken windows,etc). And their response is and I quote "I'm sorry to hear that we can't do anything about it we've decided not to work with surveillance cameras anymore"-Property Manager Neil Hu they said they have security there but was no where to be found. They are the worst establishment I have ever came across their business is a joke.
